Set the discounted fare once on the route. Any ticket marked Discounted takes it, and the passenger type is on the same row for your records.
Can it handle cargo without passengers?
Yes. Book cargo against the voyage; a voyage with no tickets still computes its cargo billing and margin.
Does it submit the manifest anywhere?
No. It keeps your own manifest and fare records. Any submission to the Coast Guard or MARINA stays a separate step.
