A barangay water system is run by volunteers and part-time staff who read meters, compute bills, collect at the door and keep the pipes working. Most of the arithmetic is simple but repetitive, and the mistakes are costly: a wrong excess charge, a payment recorded against the wrong month, or a leak that runs for weeks. TubigDesk PH turns the monthly routine into one consistent workbook.

Bills from the reading and the rate table

Each consumer class has a minimum charge covering the first block of cubic metres and a rate for every cubic metre above it, exactly as the board approved. A bill only needs the previous and present readings; consumption, minimum, excess and water charge follow.

Penalties and other charges such as reconnection fees are added on the bill, so the total due is explainable to any member who asks.

Collections and the notice list

Payments are recorded against a specific bill with the official receipt number and the collector, so partial payments still leave an exact balance.

Days overdue count only while money is owed, and the notice status moves from Overdue to For disconnection notice after 30 days. The association applies its own rules; the workbook keeps the list consistent and fair.

Connections and repairs

New applications record membership and connection fees, what has been paid, materials and the scheduled and actual connection dates, so no applicant waits without a reason on file.

Leak and meter repairs record the date reported, the date fixed and the cost, and an unfixed repair older than three days is marked Overdue.

Water that was never billed

Each month, the master meter at the source or reservoir is recorded. Production compares it with the total consumption billed for the same period, which gives non-revenue water in cubic metres and as a percentage.

A rising figure usually means a leak, an illegal connection or a stuck meter, and it is often the first sign the system gives.

Review exceptions every week

Resolve duplicate IDs, missing links, overdue balances, negative amounts, and open operational items in CHECKS before using the dashboard for decisions.

TubigDesk PH Google Sheets Edition is designed for use with a Google account and current desktop Google Sheets.

No automatic meter reading or SMS billing, no online payment collection, no water quality certification, and no government or regulatory reporting; the association's board sets the rates, penalties and disconnection rules.
